Who Are the CQC?

The Care Quality Commission (CQC) is the national organisation responsible for monitoring, inspecting, and regulating all health and social care services in England, including:

  • Home care (domiciliary care) providers

  • Care homes

  • GP surgeries

  • Hospitals

  • Community health services

Their purpose is simple: to make sure people receive safe, compassionate, high-quality care.

What Does the CQC Do?

The CQC carries out several key responsibilities:

Regular Inspections

CQC inspectors visit services to assess:

  • Whether care is safe

  • Whether staff are well-trained

  • How effectively the service is led

  • How well the team supports clients’ wellbeing

These inspections include speaking to clients, families, and care professionals to build a full picture of the service.

Monitoring and Reporting

They review: Client feedback, Safeguarding notifications, Service performance data and Compliance with national standards.

Publish Ratings 

After an inspection, the CQC publishes a detailed public report online and gives the service an official rating.

Holding Services to Account

If a service is not meeting required standards, the CQC can issue enforcement actions to make sure improvements are made quickly. You can look up the report of a service provider online via the CQC website.

The CQC Rating System Explained

All services are rated across five key areas:

  • Safe – Are people protected from avoidable harm?

  • Effective – Does the care achieve good outcomes?

  • Caring – Are staff kind, compassionate, and respectful?

  • Responsive – Is care personalised and timely?

  • Well-led – Is leadership strong, supportive, and focused on continuous improvement?

Each area is given a rating, and then an overall score is awarded:

Inadequate

Care is failing to meet basic standards and requires significant improvement.

⭐⭐ Requires Improvement

Some standards are being met, but several areas need attention.

⭐⭐⭐ Good

Care is meeting expectations and providing safe, effective support.

⭐⭐⭐⭐ Outstanding

Care goes above and beyond — exceptional leadership, exceptional outcomes, and exceptional client experience.
